The government proposes to replace departed IT specialists with war veterans in Ukraine

2025.10.06

Energy Minister Sergey Tsivilev believes that "everything worked out" without those who left, and the country retained the "best personnel"

Energy Minister Sergey Tsivilev urged IT companies to hire people returning from the war in Ukraine instead of those who left.

"Many IT specialists fled Russia in 2022, and thank God. Everything worked out without them, and the country retained the best personnel," RBC quotes his speech at the Gazprom Neft conference. He also added that "war now is also IT," so those returning from the war already have certain experience.

In addition, Tsivilev noted that the IT industry also faces the task of helping those returning from the front to adapt to peaceful life.

Head of the Ministry of Digital Development Maksut Shadayev estimated the number of departed IT specialists at about 100,000 people at the end of 2022. Meanwhile, according to a study by the OutRush project, 41% of all those who left Russia in 2022-2024 were IT specialists.
