Executive director of 'Memorial' Elena Zhemkova, in addition to interacting with 'foreign agents' and 'undesirable' organizations, 'leads a project aimed at supporting the activities of a foreign agent abroad'. The same complaints from the Ministry of Justice apply to 'Memorial' lawyers Denis Shedov and Violetta Fitzner, who support the 'anti-Russian activities' of international organizations and participate in the activities of 'foreign agents', while Natalia Sekretarieva is a 'participant and member of the governing body of an organization included in the register of foreign agents'.
Amnesty International employee Oleg Kozlovsky was included in the register for connections with 'foreign agents' and interaction with an 'undesirable' organization.
President of the 'Assembly of the Peoples of the Caucasus', former Deputy Prime Minister of the Chechen Republic of Ichkeria Ruslan Kutaev, in addition to being the head of an 'undesirable' organization and cooperating with 'foreign agents', opposes the war in Ukraine and 'creates a negative image of the Russian Armed Forces'.
Former 'Dom-2' participant Rustam Solntsev spread 'inaccurate information' about the Russian authorities and conducted LGBT propaganda.
The unified register of 'foreign agents' has been maintained since December 1, 2022, and includes individuals, registered and unregistered non-profit and non-governmental organizations. Currently, it has more than a thousand entries.
'Foreign agents' are required to publish texts and messages with a notification that they are produced by a 'foreign agent'. Fines are imposed for evading the duties of a 'foreign agent', and repeated violations of the law result in criminal liability. By the end of 2024, 170 people received two fines under the administrative article for violating the order of activities of a 'foreign agent'.
The State Duma passed a law prohibiting advertising with 'foreign agents', and 'foreign agents' themselves are banned from participating in elections. Also, all income of 'foreign agents' in Russia, including the sale and rental of real estate, will be deposited into a special ruble account, which can only be accessed after the 'foreign agent' status is removed.
